2008 Suburban 2500 AC Compressor fuse

I was trying to help my father in law with his suburban. He has an leak on the low pressure port which will need to be serviced. However, I was trying to put a charge of Freon in the system as it was low. I could not get the AC compressor to engage. I found that fuse 17 for the AC compressor had no power on either side of the fuse. I tried to open up the fuse box to see how supply voltage would get to the fuse and could not figure it out. How does supply voltage get to this fuse. I could not find a power distribution diagram on line.

Fuse 17 gets power from the A/C relay. The relay control circuit is controlled by the pcm. The pcm gets data through the bus from the HVAC module and the pressure sensor.
