Re: What is this part called?
The hole was for shoulder seat belts, really rare option for these trucks. You can use the hole to instal new three point seat belts as well. These have a plastic plug over them. I have seen a few trucks with coat hooks mounted above the seat belt hole, and you can find them here, hope this helps!

If you can't find a plug but want to fill those two holes, here's what I did. Napa has these LED marker lights. They press in pretty good. I wired them into the stock dome light wire. They are bright.

Try your local Ace Hardware if you have one. They should have them.

Re: What is this part called?
My 67 C10 had a captured nut behind the plastic plug. I install 3-point seat belts from a mid 80's Blazer. Captured nuts are also under the seat on both sides of the hump. According to the FMVSS, seat belts for trucks where not required until July of 1971. They where an option prior to that. I also found an RPO code for "Large Rear Window" in 1967 as it became standard in 68.

Re: What is this part called?
Seat belts weren't mandated till '71 but were standard equipment through these years.
