silly question....are those bumper fillers for a fleet or just a stepside truck? never saw them on a fleet before? if they work on a fleet I'm interested

I pulled these parts off a 1978 “Big Dooley” truck. I couldn’t get the inner bumper brackets due to them being welded to a receiver hitch. Shields are original, had the correct bolts holding them to the bumper brackets.
