Those are aluminum , I looked for steel replacement hoops for months before finding a NOS steel set to send out for chrome plating . Here is a link for the best price on install clips $24.00 for both hoops.

The OEM Grille Hoops for MY '67 were steel but usually painted a contrasting color. They will take chroming nicely. For MY '68, the Hoops were issued in bright anodized aluminum. GM did not support the '67 steel Hoops as replacement parts, they listed the aluminum '68s. That makes the '67 Hoops rare.
The '67 hoops are a simple D shape in cross section. The '68 Hoops have a few extra ridgeing lines in their crosssection. The aluminum Hoops ding a lot more easily than the steel ones did.

My '68 has the steel hoops, but they were painted. I am going to repaint the truck medium green and the hoops white.

They look great! I found a steel set for my 67 that looked like they had a few dark rusted areas in the channels. Paid $45.00 each. Took them to my nearest Chroming shop and they wanted $700.00 to chrome both pieces. Too much for my budget. Had them media blasted and 2 pin holes appeared in the rusted areas. Not sure if I should try to repair them or start looking for another set.
