I'm thinking it was taken at an American truck owners event in UK
BE is one of the pre 2013 prefixes for plates issued in the Birmingham district of England. If it is a plate that was issued before 2001 it could have been issued in Lincoln https://www.car.co.uk/media/guides/n...ate-area-codes Their older plates are like our older plates were here and some states still might be in that you could look at the prefix or suffix on the plate and tell what county the vehicle was registered in.
