Help truck won't start!

My 1988 Chevrolet V30 (old body style, sfa) 454EFI will not start due to a fuel delivery issue, does anyone have any ideas as to what could be causing this problem?
Edit: All fuses have been checked, the fuel pressure regulator is new, the fuel pump makes noise (pumping), the fuel filter has been replaced, and the throttle body has been taken apart and cleaned.

Is it pumping any fuel out of the Throttle body's lines? Maybe pull the inlet line out, and put it in a bucket, then turn the ignition key on for a second so it primes the system, see if you have any fuel in the bucket...
