I noticed a small icon near right side bottom and clicked on it to make it large enough to read.

It says this;

Quote:
To: ALL CHEVROLET DEALERS

This bulletin is being re-issued to correct the torque specified on Page 2.

The rear bumper on 1969, 1970, and 1971 Blazers is attached to the frame with two inner braces and two outer braces. When towing a trailer with a bumper or combination frame bumper hitch, it is possible, under high tongue loads and rough road conditions, that the two inner braces will bend. As the inner braces bend, the outer braces pivot on their frame attaching bolts, and the bumper tilts noticeably downward.

Continued trailer towing will cause the inner braces to crack or eventually break. However, the bumper is still retained by the outer braces.

To prevent the possibility of bending, new reinforced inner bumper braces (Figure 1) entered production with Vehicle Identification Number KE1815615359.

The new braces are to be installed on any of the earlier assembled Blazers upon owner request. Owners are being advised to request such installation if the vehicle has or will have a trailer hitch installed that requires support from the bumper.
