can you buy a 74 title and vin tag for your suburban if yours didn't come with it?

sometimes if you have a bill of sale, the state can reissue you a VIN and title, provided that the truck is not stolen.

Locally you can "file for lost title". It is kind of invloved and I think it requires you to send a registered letter to the registered owner. If they don't reply, you get a temp title for either 3 or 7 years. At that point it is legally yours.
Question is, how much do you want to put into it when its not legally yours?
