if you're talking about the vacuum looking port at the top of the carb, i think it's just a vent, the port at the bottom can be used for the vacuum brake booster if I remember right.

the main port at the bottom of the carb is for brake booster. Just get a pipe plug from the hardware store to seal it if you dont need it, the other port at the top straight above it you can just block off with a vaccum plug. If you have any ?'s let me know and I can send you a pic of mine which is just like that one.
