I have had 2 of these trannys and it sounds to me like the tv cable is to tight and not allowing you to go in overdrive. How is it shifting in all the other gears? By the way you are decribing it, it should be holding the gears to long. At light thottle should shift from first to second at about 20 mph, second to 3rd @ about 40, 3rd to 4th @ about 55. I would loosen your tv cable a little and go for another test drive. My tranny man says to adjust properly, with engine off, open carb to wide open thottle, pull out tv cable to full tightness and adjust bracket to this point. Hope this helps. Like eveyone else says quit driving it or it will burn up.

I have never heard about a torque converter like you are talking about, I am not saying that it is not true, but on a 700r4 when the converter goes into lock up, it starts turning the front pump, which in returns helps cool the tranny.
