What is this frame bracket for ???

What does this do ??? The flat one with the "slot" in front of the rubber bumber. There is one on each side on the frame on our 71 C20. Have 2 C10s here that do not have this extra piece.

I have no clue what it is for - Hoping some one knows what it does.

I would guess it is just a doubler plate for extra strength.
