Bushing Question

I am in the process of replacing all my bushings and got new shafts for my a-arms and new poly bushings. After looking at the bushings I don't know whether the bushings should be pressed on up to where the bushing gets wider or should they be pressed the whole way on? Here is a picture for some reference.



Another question I have is all the bushings fit with ease on the shafts and can rotate and slide on and off, but with two bushings they will not fit onto the shaft, it's the lower a-arm shaft by the way. I believe the bushing is too small, because the other bushings fit on with no problem. What should I do about this? Here is a reference.
