Rear Frame repair

I hate cob jobs and the PO was a hospital which contracted the tilt bed system to be installed on the 87 3/4 ton I bought. The company did a real cob job of an install. Now that I have the frame stripped down it is even more evident. They cut 3 inches off the frame for the hinges and cut the frame with a torch and never cleaned it up. Then they welded on the hitch after cutting the bolt holes with a torch. I cut the hitch off and have all the welds ground down. Now I am in the process of fixing the torch cut holes in the frame and support which I had to remove to repair.

I am going to fill the holes with weld and then weld in a 3/8 plate for re-reinforcement for the trailer hitch then box the rear section for the tilt bed hinge.
