Welcome to the board. I just came in from the shop and maybe my brain is fried but I'm not sure I understand what you mean by "inner cowl panel". A little more explanation please? Part number?

Re: inner cowl ?

He is talking about the part under the cowl panel....... http://www.gmcpauls.com/pictures/inn...tchpaneldr.jpg ..... I am not sure if it does or not but one is on my list to buy... FYI GMC Pauls has them the cheapest that I have found. LMC is high on alot of their parts (I figured this out after I have spent $1000 + with them). Try GMC Pauls or Top Banana

Re: inner cowl ?

No that part is spot welded to the cab below the windshield frame.

What area of yours is rusted? I'm guessing the corners. I have a cab that I'm going to be giving a "shake down cruise" one of these days. If it has what you need I would be glad to send it to you for the price of shipping. I don't have the windshield out of it yet so I don't know how bad the corners are.
