Its not illegal to buy or own them. It is illegal to take off a vin plate,or change a vin plate from one vehicle to another. Atleast in the state of oklahoma. Im sure different states have different laws.

There are legitimate uses for these, if I had a nickel for everytime some bonehead "restorer" or bodyman removed a vin tag because they were too lazy to work around it...I would have enough to buy (4) of these rivits and fix my own truck's VIN tag
