help cleaning booster/master cylinder

I would like to clean the uglies from the brake booster and master cylinder but don't want to remove it. They both have rust and chipping paint. What is everyone's recommendation on how to do this and then how to paint them to look clean?????? Any help would be soooooo helpful!!!!!!
