71 gmc horn problems

does anyone have any ideas why my horn pretty much honks any time i move the steering wheel???

sounds like the wire has rubbed through the insulation and is grounding it self inside the colum.

how does the steering wheel and horn supposed to work.

i confused. the little contaxct that comes out of the turn signal area that rubs the wheel is ok. if i touch it to any metal the horn honks. so as soon as i sklide the wheel on the shaft, it touches the shafty=t and that little contact and honks horn why?
