How bad is rust on 61 hood? Repairable? Can you ship to Va 22976?

It maybe repairable but it would take a lot of work.

Yes, its a drive side panel. It looks to be about $80 shipped via greyhound to Norfolk.

So long as the speaker hole isn't caved in and there is just surface rust/damage it's going to be way better than what I'm workin' with ;-)
