? about rear wheel tub install

What kind of chafe protection do you use when you install new wheel tubs in a fleetside bed. It's been a long time since I took the old ones out, but I seem to remember there being some kind of vinyl tape in between the tub flange and the inner bed wall.

Also, would you recommend installing them before or after the paint job?

After paint job, the factory used some sort of white sealant stuff in between the 2 metals.
