Front Clip Alignment

I put my front clip back on last night and everything lines up except where the inner fenders bolt up to the cab. Are there supposed to be gaps there? Is that where those U-shaped spacers go? I can't remember from a year ago when I took it apart.

If you are talking about the 7/16" bolts with the large washers on them, you will not need shims as you can pull the liner up to the cab.
