May have found my issue.
Since I bought this short bed it only had first and reverse. I knew about it when I went to look at it so not a big deal. Once I started looking for a transmission for it then it became a bit of an issue since the 700r4 is behind a diesel and they are harder to come by.
Well I got to thinking today about a 350 turbo that I had years ago that had a similar problem. It would not shift out of second into drive. The one I have now won't do the 1-2 shift. The 350 trans ended up being a bad governor gear. So I pulled the cover off and pulled out the governor.

Re: May have found my issue.
I had my daughter stop by the transmission shop today and pick me up a new gear. I am going to drill it out so I can put a roll pin through it when I put it back on the governor. Hopefully this fixes the problem and everything is good to go. If so then I will drop the pan and put a new filter and fluid in. Hopefully this $14 gear fixes what I thought was going to be a $1000 rebuild.
Although I do believe that when this happens it means there is some wear in the rear of the transmission but don't quote me on that. I thought I had read somewhere about this before where something gets wore out and the gear in the transmission presses against the governor gear more causing it to have a wear spot or break.

Re: May have found my issue.
Don't loose or damage your diesel governor they are all but unavailable. The new gear kits are $1.50 from my suplier. The gears normally fail just from being old hard plastic. Other than the governor your diesel 700 r4 is same as a gas v8.

Re: May have found my issue.
The weights on the diesel governor are different. The rest of the governor is the same as a gas except weights. You can still buy new governors. I just came across a place that them for $55.

Re: May have found my issue.
I put the new gear on and re-installed. Transmission shift just fine now. Only I have no overdrive. I would say the overdrive sprag or something is broke. The rest of the gears are there and seem to shift just fine. Going to take it on a nice long drive to see how it does.

Re: May have found my issue.
Overdrive does work but not like it should. Something is not right with it but it does work. Probably going to put a transmission in it after all. This one will get me buy for awhile.
