350 head will absolutely work on a 400, done it several times. You can drill the steam holes and be good to go! If you want to save money and still get some performance look for a set of dart iron eagles or even some old 461 camel hump heads.

I would suggests looking for set of Vortec heads & drill steam holes, you won't be disappointed I love mine. Should be able to find used set for fairly cheap.
