Bottom passenger Vent
My '68 C-20 has factory air.

It is controled by AC you need the vacuum hooked up

In the picture you posted there is not a hose hooked to the vacuum port shown Sorry I just looked again and there is a hose on it. It should be open when the upper lever is on inside air and closed when on outside air
