Question gas tank problem...is it clogged?

Alright guys i gotta question for ya? The gas tanks on my truck are as old as the truck so 24 years now. The thing is the fuel filter hardly ever gets full, it usally just barely covers the bottom of it. Oh and sometimes it will blow a whole bunch of black stuff in to the filter and then it will fill up all the way untill it gets clogged again. What do you think would be the fix for this situation.
Thanks Boys,
Mike

We are looking at a glass inline filter right? The glass will never "fill up". I assume the truck is running fine and you aren't having fuel problems, just wondering. The black stuff is crud in the bottom of the tank, most likely rust settled on the bottom.

Iwould say take out the tanks and give them a good cleaning. If you make sure you clean them correctly and you still have the same problem, you need to look at new tanks.

Forgot to add - there are also screens in the tanks that should prevent larger particles from getting into the line. Might want to drop the tanks and have a look.

Yes, its got a clear see through fuel filter. And i was just wondering because sometimes when it blows out all that black stuff into the filter it will at least fill half way up...and then it feels like it runs better. hey but thanks for the help guys.
