bumper bracket question

Which bracket has the correct angle? I was in fender bender a few years back and my front bumper was bent outward. Trying to straighten and reinstall and noticed the short brackets had different angles. You can see one has a crack in the radius and I believe this is the one that needs to be made to match the other. Am I right?

Upper bracket at the frame, right? The one that's not cracked is how they should look.
