1972 GMC Engine Electrical Question

See photos of two wire connection ?'s

1) is the lug a ground to be attached to the passenger fender as a ground? The lug has its own wire and is taped to the negative battery cable.

2) the large gage red wire is attached to a connection block - thinking this may be a positive connection somewhere .

Any help appreciated!

Yes, and your positive connector block was mounted in the rectangle indentation on the fender. See pic
