Loose Steering

My '93 Suburban 1500 is wandering badly even after getting new tires, replacing the tie-rod ends, and a good alignment. On jackstands, I can wiggle my tires side-to-side significantly, but they track together very tightly. However, I can see the pitman arm moving. Is there any way to tighten this up, or is a new steering geer box the only answer?

How much trouble is it to replace the steering gear box?

I would start by tightening the steering gear box first, if that does not work then replace the idler and pitman
