Starter Question...

I have a '72 with a 350. My old starter makes a whining as it turns the engine over, kind of loud. The new one does it, too. The old starter didn't have any shims in it, so I didn't put any in the new one. Is that possibly why it whines? It doesn't sound anything like a normal V8 starter.
