help quick please

do the metal strips between the first and second boards from the side go below the metal lip of the wheel wells? or do i stretch them up above that lip? below looks right to me. anyone tell me for sure? thanks a lot, Ben

They go below the wheel well. Then you can seal the gap from inside the wheel well.
