It looks like a throttle cable attachment bracket found on a carburator to me. One large hole for the carb shaft, the other for the ball that fits into the throttle cable socket and the small hole for the return spring.

Yep thats it. Thanks much. Not sure why I have it since my 68 has a throttle rod
