That is part of the crankcase breather/PCV system which is not used after 1968... it is not needed if you plug the hole on the top of the block with a "freeze plug" and use a PCV system from a later small block that uses it through the valve covers. but if your valve covers do not have any holes you definately need it.

Thank you. I am running the newer style valve covers with PCV valve.

then just head down to your local auto parts store and pick up a metal freeze plug, put on some sealant and tapp it in the hole in the top of the block and remove the can in the valley

if you like, you can also remove the oil filler tube on the intake manifold and plug it too. If you leave it on be sure to have a solid cap on it and not a breather cap
