Can you use the stock brackets to get the ebrake?

No, the stock backing plate has the 10 bolt rearend bolt pattern and a smaller hole for the axle tube. If you want a Ebrake you can use newer model Camaro rear calipers, they are the same size as the Impala caliper and come with the Ebrake built into the caliper.
