Ignition Cylinder stuck

The other day my dad drove the 80 down the street and when he got back the cylinder would not turn. It seems to be stuck between "start" and "on" position. It will not turn in either direction. WD-40 and a paper clip wouldn't get it to turn. If you guys could give me some help I would appreciate it!

is it a tilt column? Maybe drop the column down and remove the ing switch itself and see if it moves more then like the tumblers are shot had the happem in one of my old AMC's which is more or less a GM column
