Qjet bracket-application?

I found this bracket in the glovebox of my latest '67 C-10 purchase. Just why would there be an extension on the throttle linkage? The only way it seems to fits is as in the mock-up. It couldn't possibly go with the
T400 kickdown switch, could it ? (Oh GOD, please, please!)

Not a normal T-400 kickdown linkage piece.
