hood sticks up

My hood has some issues. When I'm driving, I can see that the right half of the hood sticks up a bit in the back. Lately, the front has started to come up too. I have to be sure to slam it down before I drive off otherwise it will rattle and threaten to open during travel. If I push down on the back passenger side corner of the hood, it will go down but will pop right back up.
The latch seems fine.

I think I've narrowed down the problem to the front bolt on the bottom half of the passenger side hinge. The bolt looks like it is stripped or is not gripping anything on the otherside, as it won't get tight.

Two questions, what is that bold supposed to tie into, and is there some way I can jury rig it until I can buy a new bolt or actually fix it?
