You probably have some bind in the gears. Try backing up a few feet and see what happens. also, I generaly had better luck going in or out of 4WD if I did it while moving slowly.
When I first got my truck with the old T-221, the shifter stuff was all loose and slopy, and it was a real PITA to shift. tightening up the bolts & putting in a few washers made a HUGE difference in how easily it shifted.

Keep an eye on your gear oil level or you will be like me - replacing your Rockwell due to bearing damage caused by low gear oil.

Re: for sum reason my truck wont get out of forwheel drive...

well i drove it to school today ...it was still stuck in 4hi.. an now sumthin else is goin on, my clutch isnt working at all.. the truck will only get into reverse.. unless i turn it on in 1st or 2nd gear. and its making an ugly clanking noise... now it barely even moves with out makin a bunch of noise an even a couple sparks from the clutch... im beginning to think the o'l t221 isnt any good anymore either the noise it makes doesnt sound good at all...

Sounds like replacing some bolts my eliminate some of your other problems.
