Heater Blower/Dash Light Relation

My fastest Heater/AC speed doesn't come on until I turn my dash lights to the left to make them as bright as they can be. What is the relation and what is wrong? Its always been like this since I have been driveing it.

I think my truck may be seeing new wireing ordered for it this summer. I figure its 30 yrs old and I don't want to have one of these fire stories.

New wiring

I just got done with a Painless kit in my truck. I have to say it is the best $400 i've spent on the truck yet. If the only gripe I have is the engine side of the firewall connector isn't water resistant. I will be pouring the back of the connector in epoxy as soon as I get around to it
