Question Oil Cap??

I changed the oil in a recently purchased 79 Silverado. The oil cap was about 2 inches deep and circular with about a 4 inch diameter. Around the outer edge were numerous holes, some of them clogged or sealed with some type of paper. The others were open. Is this something that should be replaced? If so, how often should it be replaced?
