Are front brake pads to touch rotor all the time?
My front brake pads touch the rotor even when the pedal is not pressed.
Are they supposed to do this rather than wait off of the rotor until the pedal is pressed?

Yes, they touch at all times, very little "pressure" is applied though. If you were to pull them away, the pedal would travel waay too far before anything happened.

Yep - in addition, it also helps to keep debris off the rotors (keeps them clean).

might i add they will drag more as soon as new brake pads are installed. they take a few yards for them to "break in"
