starter problem?
when I hit the key it turns over for a split second then stops and makes a whining noise, I had tested it before I put it in and it worked well. is it broken or am I?

have you checked your flywheel for missing teeth?
or the clearance may be a little loose

Yea I looked at the fly wheel and its fine, its funny to say but it kinda makes a vroom noise lol. my dad said something was effed in the starter but thought Id ask here

is your wires good? maybe its arcing somewhere where you are loosing volts and it wont turn the starter fully

Sounds like the pinion gear is spinning but not popping out to engage the flexplate/flywheel. I would pull the starter and test it by putting battery cables on it. Make sure that the pinion gear pops out and spins fast. If not, it's bad.

Bad starter drive. The pinion is engaging the flywheel, but the overrun clutch in the drive is slipping.

i'd spray the heck out of the nose of the starter with wd40 to make sure the shart is clean allowing full engagment

I had tested before installing with battery cables in a vise, it engaged fine. Im sure its like raycow says, now is it rebuild-able or should I just buy a new one?

I agree it's like Raycow say's. Buy a new starter drive & put in on the armature & you will have it fixed. They are available rebuilt but are not very good. It's not worth the difference.
