Vacuum Gauge Problem

When the engine is turned off, the new vacuum gauge of my 70 is all the way to the right of the dial ( on the line next to 30 ) When the engine is started and revved up, it goes a little MORE to the right ( past the 30 ) When unplugged on the engine, it doesn't move. Anybody have any answers ?

needle is on wrong side of pin?
needs to be lifted and moved to left side of pin?

remove the guage from the cluster. Look at the backside, you will see the tube the needle connects to, and how it works. You can tweak it into place with small needle nose pliers. Mine read about 30 when it was new.
