This is a buzzer that lets you know your lights are on when the key switch is off .

This is the wiring instructions and it is like coop said when the key is turned to the off position and you leave your headlights on then the buzzer will go off to let you know.

I would not say so. this was more of a dealer add on like if you were going into the dealership parts department these would have more than likely been on a display in the parts area and they could install these for people or recommend this part if folks had a problem with leaving their lights on. I would say this was a dealer option and a cool idea for back then.
