carb question

anyone know why someone would drill this plug out? it didnt have any suction on it at idle

THat's the access plug to the APT. Adjustable Part Throttle.
What it does is in this link down about 3/4 of the page.

Somebody likely drilled the hole in it so they could pop it out if needed.
