Front fender Help!!!!!!!!

Where does the round peace with two hole go? I think it goes at the lower rear of the fender but not sure which side.

If you dropped the inner fender down too.... it may be the washer/retainer plate that goes upwards into firewall to retain inner fender..? Large bolts goes through it..
