Porterbilt crossmember not liking up

I'm in the middle of installing a porterbilt middle crossmember in my '70 so I can run my exhaust up high and tight.

I'm not able to line up any of the porterbilt holes with my factory frame holes. I can get a few partially but it's pretty bad. Moving it fore or aft does not help.

Anybody else have this issue? Did you just drill them out?
