Anyone seen one of these before?

Was following a truck on ebay and saw this clip in one of the pics. I love the look and functionality. Anyone familiar with these? Would love to find one or know where to look for one.

Thats a hat holder. Lots of the lowrider guys around here have them in their Bombs.
