Distributor install

Dumb question but I've never done it before how do you install a distributor on a 79 k20 with a 350. I've narrowed down my problem to being the shaft having play and when you turn the rotor by hand and let go it doesn't spring back

the spring part of the rotation is in the advance springs and weights under the rotor,
they do get rusty and sticky sometimes, remove the rotor and check them too..

and the weights can get ovaled out
there is a plastic bushing that wears out.
but the moist rust seizes it right up too...
I gave up trying to "fix" mine\new one made a huge improvement
