I seen this on the way to one of my favorite junkyards and about drove off the interstate from laughter! Great sense of humor!

I wonder if it has to do with regulations requiring them to be loaded to get paid mileage.

I don't know
 I guess theres enough wind going around it. Its like the popcan that stays in the bed of a truck. One night, I left a buddies house, blasted 80mph down the highway. Got home 45mins later and realized there was a small plastic cup in the bed that i forgot about. Dont ask me how, it just does.
