In south Louisiana we don't have mud flaps, we have floatation cushions.

I've always dug these mud flaps. I think they were only western states, or that was all I cared about or noticed. I'd run them as floor mats in many trucks that didn't go with the mud flap look. I was looking for a pair of Rocky Mountain State flaps for my '72 K2500 that needed floor mats and came up with a different, but similar type flap...Mustang Equipment/Phoenix, AZ. I left my camera in my buddy's truck this weekend. I'm meeting him today, so will snap a shot of mine later on

Yep, I've only ever seen them for western/midwestern states.
