Bench Seat Tilt?

Hey all,
My seat seems to be upholstered in such a way that the back does not tilt forward. I am assuming it was able to tilt forward from the factory in order to access the fuel tank. Correct?

Yep. Mine has the same black curvy arm but the upholstery comes almost 3/4 the way down that arm causing it not tilt.

Can you loosen the upholstery and then reattach so it allows movement?

It's an old seat cover and will be replaced in the next few months. Just wanted to make sure it had that functionality.

Early bench seats had this function. Later ones did not. Are you sure this is the original seat? I think '69 was the change over year IIRC.
